CONTENT OF THE TRAINING

SESSION I: THE PROJECT PROCESS

MODULE 1: The planning, monitoring and evaluation (PME) system as a methodological tool

1. Role and importance in the management of the project cycle.
2. The project life cycle and the project management process,
3. The PME logical framework and approach.

MODULE 2: How to conduct the preliminary diagnosis

1. Analysis of the context,
2. Identification and characterisation of population targeted by the project,
3. Analysis of stakes and strategies of actors,
4. Positioning of the support NGO and elaboration of hypotheses for the action to be carried out
5. People participatory process.

MODULE 3: Planning

1. The process of planning,
2. Identification of activities, planning of resources, scheduling of activities / Work breakdown structure (WBS), estimate of the duration of activities,.
3. The elaboration of the calendar of activities,
4. Cost estimate,
5. Definition of the ex post monitoring and evaluation arrangements

SESSION II: MANAGING A PROJECT THROUGH A MONITORING AND EVALUATION SYSTEM

MODULE 1: Programme of activities

1. Programming tools (list of activities, GANTT diagram, PERT),
2. Financial programming: budgeting and elaboration of the project financial plan,

MODULE 2: How to prepare and execute project monitoring

1. Planning of follow-up,
2. Prospective follow-up and retrospective follow-up,
3. Measuring of progress and the use of resources,
4. Other types of internal and external information to collect,
5. Participatory monitoring, data collection and the treatment of information.
6. The role of the accompanying NGO in the set up,
7. Relationship between the monitoring of community based organisations and the monitoring of NGO.

MODULE 3: How to prepare and execute the evaluation of projects

• Periodic evaluations,
• Measurement of the evolution of indicators
• Evaluation as an instrument of control and decision-making,
• Internal or self evaluation and external evaluation,
• The measurement of project effects and impact.
