TRAINING PROBLEMATIC

Organisations for Development have a particularity in the handling of their accounts and in the presentation of their financial statements. This particularity is to a large extent due to the mode of funding, partnership, and the nature of activities. Moreover, conventional institutions in management do not offer training in accounting and financial management of projects for development. This explains why latest audit missions carried out in some organisations for development in Africa that had not participated in the recent trainings organised by AGESFO Consultancy in 2000, 2001, and 2002; which brought together participants from Benin, Cameroon, Central Africa Republic, Chad, Democratic Republic of Congo, Gabon, Mali, and Niger led to the observation that financial reports established by the later have been questioned or even rejected by donors. This difficulty is evident in :

- The poor presentation of financial reports made available to donors.
- The lack of stringency in the handling and follow-up of documents from financial partners.
- The poor organisation of the accounting and financial departments.
- The lack of a functional accounting system
- The lack of management tools which facilitates the follow-up of budget execution and treasury especially in organisations with a head office and several branches.
- The lack of management procedures or a partial implementation of existing rules.
- The absence of a self- financing policy.

It is on the strength of these observations that AGESFO Consultancy sees the need to organise this seminar once again.

GLOBAL AIMS OF THE TRAINING

- Assist at putting into place viable management tools
- Ameliorate the performance of managers, project heads, accounting and financial heads, in the management of financial and material resources.
- Create a financial culture within the team so as to overcome the taboo of " management in organisations "
- Clarify the role of accounting and financial audit

MODULE I :
ACCOUNTING AND FINANCIAL SYSTEM IN
DEVELOPMENT - ORIENTED ORGANISATIONS

1.1 - The organisation of an accounting department of a development - oriented structure:
. Filing and Handling of accounting documents
. Creation of an accounting plan adapted to projects.
. Handling of treasury accounts (Cash/Bank)
. Periodical accounting statements during the financial year.
. Fiscal Matters involving the projects
. Description of the task of an accounting and financial department

1.2 - The Elaboration and Monitoring of budget execution in development - oriented organisations

1.3 - Treasury (Cash Flow) Management

1.4 - End of year tasks in organisations and projects for development.

MODULE II :
RELATIONSHIP WITH DONORS, AUDIT, SELF-FINANCING AND
MANAGEMENT PROCEDURES IN DEVELOPMENT- ORIENTED
ORGANISATIONS

2.1 - The relationship between the organisation and Donors.
. Handling and Follow-up of the files of donors.
. Elaboration of financial reports.
. Accounting treatment of subsidies and gifts.

2.2 - Preparation and carrying out of an accounting and financial audit
. Role of Top management and its accounting and financial department
. Role of auditor

2.3 - Using Audit Reports
. Presentation of audit report.
. Reading and Using of audit reports

2.4 - Instituting a Self- financing policy

2.5 - Elaboration and implementation of management procedures


METHODOLOGY

The trainers are highly qualified experts with competence in several disciplines. They use active methods in animating. The participants will therefore be examining real life situations.


LODGING AND FEEDING MODALITIES

In Cameroon, Chad and the Democratic Republic of Congo : Non Residential
However, Lunch and 2 coffee breaks shall be provided daily during the training period. At the request of participants, rooms may be reserved in hotels adjacent AGESFO's office Yaoundé where the seminar will take place. In Cameroon, the cost of a room per night is in the range 7 000 F CFA to 18 000 F CFA.

In Burkina Faso : This will be assured by the organisers. Everyone (Trainers and participants ) will be lodged on the spot.

For the Non Residential Sessions, feeding costs comprises : Lunch and 2 Coffee breaks per day

For the Residential Session, Living cost comprises : Lodging (self contained rooms with Fans)and Feeding (Breakfast, Lunch and Super including 2 coffee breaks per day) during the training period.

N.B : These costs don't include travelling costs, medical expenses, accidents and health insurance, out- station allowance which are catered for by the participants.

PAYMENT MODALITIES

The training and living costs are payable by cheque or bank transfer to the order of AGESFO upon reception of the confirmation of a candidate's participation in the seminar.
In case of difficulties, it could be paid by cash at the beginning of the course.

TRAVELLING BY PARTICIPANTS

All travelling costs to and from the training center are catered for by the participants. For participants from abroad, the organisers will issue attestations to facilitate the obtention of visas.
